White spaces could expand beyond unused TV spectrum [ArsTechnica]
As wireless broadband popularity has grown among American consumers, the limits of the radio spectrum dedicated to consumer applications has been stretched to the breaking point. The FCC made increasing the amount of spectrum available for wireless broadband part of its National Broadband Plan, and recently the agency released a Notice of Inquiry, requesting the public's input on a number of ideas that have the potential to increase wireless broadband spectrum.
One of those proposals would be to increase the parts of the spectrum available for unlicensed white space broadband devices. White space devices currently are allowed to operate in the portion of the spectrum set aside for television broadcasts. While there aren't any white space devices or providers due to the fact that the FCC just adopted rules permitting the devices in the past year, they will avoid interfering with licensed users by relying on a database of locations of licensed signals.
In this most recent action, the FCC asks for comments about whether white space devices could practically exist in other parts of the licensed spectrum - like those allocated for mobile phones or satellites - effectively increasing the amount of spectrum available for wireless broadband.
Another proposal contained within the FCC's Notice of Inquiry ask whether it would be practical to allocate spectrum differently to users, allowing multiple uses of the same bands and relying on spectrum sensing technologies to avoid interference between the different uses. Yet another would increase spectrum availability by allowing wireless broadband applications in the sparsely used Extremely High Frequency band above 38.6 GHz.
In order to test many of these ideas, the FCC is also looking for a portion of the spectrum that can be used as a testing area for these spectrum utilization ideas to facilitate their adoption.
The public has until March 28th to file comments with the FCC regarding items proposed in the Notice of Inquiry.
